NOTICE SURREY COUNTY COUNCIL AMENDMENTS TO WAITING, LOADING AND UNLOADING AND PARKING RESTRICTIONS IN THE BOROUGH OF WAVERLEY

SURREY COUNTY COUNCIL PROPOSE TO MAKE, under Sections 1, 2, 4, 32, 35, 36, 45, 46, 49, 51 and 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, the following Orders:- 1. The Surrey County Council (Various Roads in Waverley) (Revocation and Consolidation of Waiting Loading and Unloading Prohibitions and Restrictions) Order 2007 (Amendment No. 9) Order 201-, which will amend The Surrey County Council (Various Roads in Waverley) (Revocation and Consolidation of Waiting Loading and Unloading Prohibitions and Restrictions) Order 2007, so as to: - (a) Prohibit the waiting by vehicles in certain lengths of the roads specified in the First Schedule to this Notice, during the times and on the days specified therein; (b) Provide that the usual exceptions for loading and unloading vehicles, boarding and alighting from vehicles, for works on or adjoining the lengths of roads referred to in the said schedule, the maintenance of those roads and the services in them and for disabled persons vehicles in accordance with the Blue Badge Scheme, would apply to all the aforementioned lengths of roads; (c) Revoke such waiting restrictions in certain lengths of the roads specified in the Second Schedule to this Notice, without replacement; (d) Provide that there be a restriction from loading on and unloading from vehicles in certain lengths of Ridgeway Road, Farnham, between Monday-Saturday 08.00-09.30 hrs and 15.00-18.30 hrs, subject to the usual exceptions, e.g. boarding and alighting from vehicles, for works on or adjoining the said lengths of roads, the maintenance of those roads and the services in them and for emergency service vehicles etc.; (e) Revoke The Surrey County Council Various Roads in Godalming and Cranleigh Temporary Prohibition of Waiting Order 2016 in its entirety, (the restrictions therein being replaced by those proposed in this Notice. 2. The Surrey County Council (Various Roads in Waverley) (Consolidation of Free Street Parking Places) Order 2007 (Amendment No. 9) Order 201-, which will amend The Surrey County Council (Various Roads in Waverley) (Consolidation of Free Street Parking Places) Order 2007, so as to:- (a) Provide such free on-street parking places in certain lengths of roads specified in the Third Schedule to this Notice, to operate on the days and at the times indicated in the said Schedule; (b) Specify that the vehicles which may be left in any of the free on-street parking places in the Third Schedule to this Notice shall be passenger vehicles (8 seats or less), motor cycles, invalid carriages and goods vehicles under 5 tonnes maximum gross weight; (c) Provide that during the permitted hours the period during which vehicles may be left in any of the said free on-street parking places and the period during which any vehicle may not return to such free on-street parking places will be as indicated in the said Schedule; (d) Provide that vehicles left by specified disabled persons may wait in any of the free on-street parking places described in the aforesaid Schedule at all times without time limit; (e) Provide that certain other vehicles may wait in any of the free on-street parking places described in the Third Schedule to this Notice in certain circumstances e.g. to allow persons to board or alight (maximum 2 minutes) to load or unload (maximum 20 minutes), etc.; (f) Provide that in the case of any of the free on-street parking places described in the Third Schedule to this Notice, outside the hours of operation indicated, any vehicle may be left in any of those free on-street parking places for any period, without time limit; (g) Revoke such free on-street parking places in certain lengths of the roads specified in the Fourth Schedule to this Notice. 3. The Surrey County Council (Various Roads in Waverley) (Consolidation of Free Street Parking Places) (Disabled Persons) (No. 1) Order 2007 (Amendment No. 9) Order 201-, which will amend The Surrey County Council (Various Roads in Waverley) (Consolidation of Free Street Parking Places) (Disabled Persons) (No. 1) Order 2007 so as to:- (a) Provide such disabled persons’ on-street parking places in certain lengths of the roads specified in the Fifth Schedule to this Notice, to operate on the days and at the times indicated in the said Schedule; (b) Provide that certain other vehicles may wait in the disabled persons’ on-street parking places specified herein in certain circumstances e.g. to allow persons to board or alight (maximum 2 minutes) to load or unload (maximum 20 minutes), etc.; (c) Revoke a disabled persons’ parking place in George Road, Godalming. 4. The Surrey County Council (Various Roads in Waverley) (Prohibition of Stopping Outside Schools) (No. 1) Order 2008 (Amendment No. 8) Order 201-, which will amend The Surrey County Council (Various Roads in Waverley) (Prohibition of Stopping Outside Schools) (No. 1) Order 2008, so as to:- (a) Prohibit the stopping by vehicles, in certain lengths of Fettes Road, Cranleigh, between 08.15 and 09.15 hrs and between 14.30 and 16.00 hrs on Mondays to Fridays inclusive, as indicated by zigzag markings on site; (b) The exemptions provided by the Principal Order shall still apply, namely any person causing a vehicle to stop in order to avoid an accident or if required to do so by law; anything done with the permission of a police constable in uniform or in accordance with a sign placed by Surrey Police in accordance with Section 66 or 67 of the Act; or any vehicle which is displaying a valid waiver certificate issued by the Council; (c) Revoke the prohibition of stopping outside schools restrictions in certain lengths of Park Drive, Cranleigh, and Brighton Road, Godalming. 5. The Surrey County Council Farnham Town Centre Controlled Parking Zone (Consolidation of Waiting Loading and Unloading Prohibitions and Restrictions and On-Street Parking Places) Order 2007 (Amendment No. 9) Order 201-, which will amend The Surrey County Council Farnham Town Centre Controlled Parking Zone (Consolidation of Waiting Loading and Unloading Prohibitions and Restrictions and On-Street parking Places) Order 2007, so as to:- (a) Prohibit the waiting by vehicles in certain lengths of the roads specified in the Sixth Schedule to this Notice on the days and during the times indicated in the said Schedule, subject to the same exemptions as specified in sub-paragraph 1(b) above; (b) Provide such disabled persons parking places in certain lengths of Cherry Tree Close, Farnham, to operate at all times, without time limit, (subject to the same exemptions as specified in sub-paragraph 3(b) above; (c) Provide such residents’ parking places in certain lengths of Falkner Road, Farnham, operational MondaySaturday 08.0018.00 hrs, for use by valid permit holders (namely those displaying a permit valid for the said Controlled Parking Zone – marked as Zone A), subject to the same exemptions as specified in sub-paragraphs 2(d) (e) and (f) above; (d) Provide such shared use parking places in certain lengths of Castle Street, Farnham, operational Monday-Saturday 08.00-20.00 hrs, (i) free parking limited to 2 hours no return within 1 hour; and (ii) permit holders, (namely those displaying a permit valid for the said Controlled Parking Zone – marked as Zone A), subject to the same exemptions as specified in sub-paragraphs 2(d) (e) and (f) above. 6. The Surrey County Council Farnham Railway Station Controlled Parking Zone (Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2007 (Amendment No. 9) Order 201-, which will amend The Surrey County Council Farnham Railway Station Controlled Parking Zone (Consolidation of Waiting Restrictions and On-Street parking Places) Order 2007, so as to prohibit the waiting by vehicles in certain lengths of the roads specified in the Seventh Schedule to this Notice on the days and during the times indicated in the said Schedule, subject to the same exemptions as specified in sub-paragraph 1(b) above. 7. The Surrey County Council (Various Roads in Waverley) (Residents’ Only On-Street Parking Places) (No.1) Order 2013 (Amendment No. 4) Order 201-, which will amend The Surrey County Council (Various Roads in Waverley) (Residents’ Only On-Street Parking Places) (No.1) Order 2013, so as to:- (a) Introduce on-street residents’ only parking places in certain lengths of Tanners Lane, Haslemere, to operate Monday-Saturday 08.30-17.30 hrs; (b) The residents that may apply for parking permits for such residents’ parking places will be those in residential addresses in the existing Resident Area J plus those in Lower Street, Shepherd’s Hill and Tanners Lane (between its junctions with Bridge Road and Lower Street),Haslemere, which will become Resident Area R; (c) Introduce an on-street residents’ only parking place (zone) in a certain length of Shepherds Hill (service road opposite No. 12), Haslemere, to operate Monday-Saturday 08.30-17.30 hrs; (d) The residents that may apply for parking permits for such zone will be those in residential addresses in the Resident Area R specified above; (e) Introduce on-street residents’ only parking places in certain lengths of Museum Hill, Haslemere, to operate MondaySaturday 08.3017.30 hrs; (f) The residents that may apply for parking permits for such residents’ parking places will be those in residential addresses in Museum Hill, Haslemere, which will become Resident Area S; (g) Provide residents’ parking permits for residents of the properties indicated above, which will allow them to park in the appropriate parking place(s) during the hours of operation. Such permits, which will be issued by Guildford Borough Council, will cost £50, for the first permit and £75 for any subsequent permit and will be valid for a period of twelve months. The charge for a duplicate permit or a change of permit due to the change of vehicle, will be £15; (h) Provide that such permits be allocated on the following basis: the owner of one vehicle with no more than one offstreet parking space may apply for one permit: the owner of two or more vehicles with an off-street parking space for one or more of those vehicles may apply for one permit; the owner of two or more vehicles with no off-street parking spaces may apply for two permits; (i) Provide for (a) residents to purchase permits for use by their visitors at a cost of £2 each, which will be valid for one day, subject to a limit of 120 per year; and (b) Operational Permits, for use by doctors, nurses and community care personnel, who are required to make visits to residents, which will be free of charge; and (c) carer’s permits, for carers and community care personnel, who are required to make visits to residents, which will cost £10; which will allow them to park in the said parking place. 8. The Surrey County Council (Various Roads in Waverley) (Residents’ Only On-Street Parking Places) (No.2) Order 2012 (Amendment No.4) Order 201-, which will amend The Surrey County Council (Various Roads in Waverley) (Residents’ Only On-Street Parking Places) (No.2) Order 2012, so as to:- (a) Extend the length of a residents’ parking place on the east side of St. James’s Place, Cranleigh, operational MondaySaturday 08.0018.00 hrs; (b) Such residents’ parking place is for use by such vehicles as display a valid permit applicable to Resident Area C and shall continue to be subject to the same exemptions as specified in sub-paragraphs 2(d) (e) and (f) above;

(c) Include the properties known as Nos. 2 and 3 Graphic House, St. James’s Place, Cranleigh, in the list of addresses eligible to apply for a residents’ permit to park in any residents’ parking places in the said St. James’s Place (Resident Area C), subject to similar conditions as in sub-paragraphs 7(g) and (i) applicable to Resident Area C; (d) Residents’ permits shall be allocated on the basis of the sum of the number of vehicles registered to residents at each place of abode minus the number of off-street parking spaces available thereto. 9. The Surrey County Council (Various Roads in Godalming and Farncombe in the Borough of Waverley) (Residents’ Only On-Street Parking Places) (No. 1) Order 2014 (Amendment No. 2) 201-, which will amend The Surrey County Council (Various Roads in Godalming and Farncombe in the Borough of Waverley) (Residents’ Only On-Street Parking Places) (No. 1) Order 2014, so as to:- (a) Provide such shared-use parking places in certain lengths of Queen Street, Godalming, for use by (i) such vehicles as specified in sub-paragraph 2(b) above limited to 1 hour with no return within 1 hour; and (ii) permit holders displaying a valid permit for Resident Area “N”; operational between 08.30 hrs and 18.30 hrs Monday to Saturday; (b) Allow residents of all residential properties in Queen Street, Godalming, to be included in Resident Area “N” as specified in the original Order, subject the terms and conditions for that area; (c) Provide residents’ parking permits for residents of the properties in Queen Street herein, which will allow them to park in marked or signed residents’ and shared-use parking bays, during the hours of operation, in Resident Area “N”. Such permits, which will be issued by Guildford Borough Council, will cost £50 for the first permit and £75 for any subsequent permit and will be valid for a period of twelve months. The charge for a duplicate permit or for a change of permit due to a change of vehicle, will be £15; (d) Provide that such permits be allocated on the following basis: the owner of one vehicle with no more than one off-street parking space may apply for one permit: the owner of two or more vehicles with an off-street parking space for one or more of those vehicles may apply for one permit; the owner of two or more vehicles with no off-street parking spaces may apply for two permits; (e) Provide for (i) residents to purchase permits for use by their visitors at a cost of £2 each, which will be valid for one day, subject to a limit of 120 per year; and (ii) operational permits, for use by doctors, nurses and community care personnel (including those employed for carer’s duties), who are required to make visits to residents, which will be free of charge; which will allow them to park in such residents’ parking places; (f) Permits may also be provided for carers who are required to make visits to residents at a cost of £10. 10. The Surrey County Council (Various Roads in Waverley) (Free On-Street Loading Bays) (No. 1) Order 2013 (Amendment No. 3) Order 201-, which will amend the Surrey County Council (Various Roads in Waverley) (Free On-Street Loading Bays) (No. 1) Order 2013, in that drafting amendments will be made to the original Order which will not affect the operation of the restrictions therein. 11. Where a new restriction in this Notice is proposed, any existing restriction on the same length of road shall be revoked. Copies of the proposed Orders, Orders to be amended and revoked, plans showing the lengths of roads to which the proposals relate, a Statement of the Council’s reasons for proposing to make the Orders and a Statement of the Council’s guidelines on the acceptance of objections to traffic regulation orders, may be examined free of charge at:- (a) Waverley Borough Council, The Burys, Godalming, Mondays to Fridays 8.45am to 4.45pm; (b) Farnham Locality Office, South Street, Farnham, during normal opening hours on Mondays to Fridays; (c) Farnham Library, Vernon House, 28 West Street, Farnham, Mondays to Saturdays during normal opening hours; (d) Cranleigh Library, High Street, Cranleigh, Tuesdays to Saturdays during normal opening hours; (e) Haslemere Library, 91 Wey Hill, Haslemere, Tuesdays to Saturdays, during normal opening hours; (f) Godalming Library, Bridge Street, Godalming, Mondays to Saturdays , during normal opening hours; and (g) Bramley Library, High Street, Bramley, Tuesdays and Thursdays to Saturdays, during normal opening hours. In addition, plans detailing these proposals may be viewed on-line at www.surreycc.gov.uk/parking/Waverley.
